There isn't a way to change those settings as application defaults. But what you could do is create a "template" rp file that is configured the way you like and start each project from a copy of that file.

Add that to the list of suggestions for future releases... for a company/organization, that would be a great addition. Having to make a "copy" before you can start working doesn't seem very time efficient to me.

I'd also suggest that those settings be lockable by system administration that way an intern or someone new doesn't mess up on their first project.
